However, legal experts warn that most are unprepared for the potentially harsh measures that could be implemented. HuffPost reported that Democrat-led states largely lack effective safeguards to prevent undocumented people from being transferred to federal immigration enforcement authorities.
Trump’s “border czar,” Tom Homan—who led Immigration and Customs Enforcement (ICE) during Trump’s first term—is promising a “historic deportation operation” and has already dismissed critics, telling them to “get the hell out of the way.”
Stephen Miller, the controversial architect of Trump’s first-term immigration policies, is also involved in the rollout.
The deportation plans could harm the U.S. economy, restart inflation, separate families, and even lead to the deportation of U.S. citizens. Despite the plans' lack of clarity, they remain a top priority for Trump.
Democratic governors are pledging to defy any orders that compel their participation, creating significant hurdles for Trump’s efforts to deport up to 11 million people lacking permanent legal status.

New Jersey Governor Phil Murphy said he’s “willing to try anything” to stop the sweeping measures, calling them “contrary to our values.” Illinois Governor JB Pritzker was equally defiant, telling reporters, “You come for my people, you come through me,” referring to minority communities in his state who bore the brunt of Trump’s policies during his first term.
