DOTr’s Modernization Plan Goes Beyond Transport

The modernization program of the Department of Transportation (DOTr) for public utility vehicles (PUVs) extends beyond transport issues, aiming to improve the living standards of drivers and operators and address climate change.

DOTr Undersecretary for Road Transport and Infrastructure Jesus Ferdinand D. Ortega emphasized these goals at the Monday Circle forum at the Westin Hotel, announcing that the program is now 81 percent complete, with operators merging their operations into cooperatives.



The Public Utility Vehicle Modernization Program aims to modernize jeepneys and buses, significantly raising the living standards of drivers and operators and improving the welfare of all public transport users.


Consolidation of PUVs will result in better working conditions for drivers and operators, offering fixed salaries, SSS, PhilHealth, and PAG-IBIG memberships, 13th-month pay, performance incentives, and days off.



Ortega highlighted the collaboration with local government units (LGUs) for rolling out the modernization program, which envisions deploying low-carbon urban transport, automating fare collection, and implementing intelligent transportation systems.


LGUs will oversee the implementation, determining routes and the number of PUVs allowed.



Ortega also addressed concerns about timely dispatching of units, avoiding unnecessary competition for passengers, and organizing fare payment systems. He emphasized that the program benefits both operators and users of public transport.


DOTr consultant Wilson Young noted that some transport groups against the modernization program are ill-advised, as the government is addressing their concerns with financing schemes and collaborative partnerships.



The Tsuper Iskolar Program, a partnership between the DOTr and the Technical Education Skills Development Authority, offers free skills training and assessment to stakeholders affected by the modernization program.


Additionally, the EnTSUPERneur Program, a partnership with the Department of Labor and Employment, provides livelihood assistance packages to those affected.
