The Philippine Amusement and Gaming Corporation (PAGCOR) and San Miguel Corporation (SMC) have broken ground on PAGCOR’s new corporate office at the Bagong Nayong Pilipino complex in Pasay City.

The PHP2.45 billion PAGCOR Corporate Center will be fully financed and built by SMC at no cost to PAGCOR, Chairman and CEO Alejandro Tengco announced during the groundbreaking ceremony alongside SMC Chairman Ramon Ang.
"For over four decades, PAGCOR has operated from rented spaces under less-than-ideal conditions, with its workforce scattered across multiple locations," Tengco said.
"Today marks the fulfillment of PAGCOR’s long-standing dream to have a permanent home."
The corporate center will span 40,000 square meters, with an additional 15,000 square meters allocated for comprehensive fit-out. PAGCOR plans to lease portions of the commercial space to generate rental income, which will help cover maintenance costs.
Tengco emphasized that the project showcases the potential of public-private partnerships in maximizing government assets.
"The Bagong Nayong Pilipino complex, once a hub of culture and history, had remained dormant for years. Today, it is set to become a symbol of progress and opportunity for PAGCOR," he said.
SMC Chairman Ramon Ang described the partnership as mutually beneficial.
"While SMC will construct the Corporate Center, we will also develop infrastructure that complements airport operations on PAGCOR’s Nayong Pilipino property," Ang said.
The PAGCOR Corporate Center was designed by JSLA Architects and will be constructed by New Golden City Builders—both known for handling major infrastructure projects.
"SMC has commissioned the best architects and construction firms to ensure the project's completion by 2028," Ang added.
The project is part of a 25-year lease agreement signed between PAGCOR and SMC in December 2024. Under the deal, SMC will fund the building’s construction and pay monthly rent—with an annual escalation—for the use of PAGCOR’s 13-hectare Nayong Pilipino property for aviation-related projects.
