The Alarming HIV Epidemic In The Philippines

The Philippines is facing a dire public health crisis as it grapples with an unprecedented surge in HIV infections.


Concerted Action: CDC Philippines leads the charge against the alarming HIV epidemic, forging transformative partnerships and implementing strategic interventions to combat the rising tide of infections.




According to the United States Centers for Disease Control and Prevention (CDC), the country has witnessed a staggering 411% increase in daily HIV incidence between 2012 and 2023, making it the fastest-growing HIV epidemic in the Western Pacific region.


The Intersection of HIV and Tuberculosis (TB)


Compounding this crisis is the fact that the Philippines also has one of the highest rates of tuberculosis (TB), which is the leading cause of death among people living with HIV (PLHIV). This deadly intersection emphasizes the urgent need for comprehensive intervention strategies.


In response to this escalating epidemic, the United States CDC established a new country office in Manila in April 2022.


Subsequently, in April 2023, the Philippine government granted CDC approval to fully implement its program under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), underscoring the severity of the situation.


Strategic Approaches to Combat the Epidemic


The approach adopted by the CDC Philippines is comprehensive and multifaceted. It focuses on bridging critical prevention and treatment service delivery gaps in both public and community settings.


Regions VI and VII, namely Western Visayas and Central Visayas, have been identified as high-burden areas, necessitating targeted efforts with implications for national-level impact.


Key to the CDC's strategy is the emphasis on strengthening public health infrastructure, particularly in HIV testing, treatment, and retention services. Tailored interventions, including community-based testing and social network strategies, are employed to reach key populations (KPs) effectively.


Additionally, the promotion of pre-exposure prophylaxis (PrEP) and symposiums on evidence-based HIV treatment serve to optimize comprehensive care, especially among young men who have sex with men (MSM) living with HIV.



Another critical aspect of CDC's intervention is enhancing laboratory systems and networks. Technical leadership is provided to expand rapid HIV diagnostic algorithm-certified testing sites nationwide.


Training initiatives, such as the Rapid Test for Recent Infection (RTRI), equip healthcare workers with the tools to understand shifting dynamics in the HIV epidemic, enabling targeted prevention strategies.

Furthermore, the CDC Philippines is at the forefront of strengthening disease surveillance and health information systems. Workshops on bio-behavioral surveillance and population size estimation bolster the capacity of the Department of Health (DOH) to identify gaps in HIV diagnosis and testing.


By harnessing data from various sources, including the One HIV, AIDS, and STI Information System (OHASIS), the CDC aims to provide unique analytical perspectives to guide public health policies and programmatic interventions.

Concerted Action

Looking ahead, the CDC Philippines is committed to achieving the Joint United Nations Programme on HIV/AIDS (UNAIDS) 95-95-95 targets by 2030 which calls for 95% of all people living with HIV to know their HIV status, 95% of all people with diagnosed HIV infection to receive sustained antiretroviral therapy, and 95% of all people receiving antiretroviral therapy to have viral suppression.

By partnering with local community-based organizations and empowering key populations through peer navigators, stigma reduction initiatives, and management capacity building, the CDC is laying the groundwork for a sustainable and transformative response to the HIV epidemic in the Philippines.
