The statement comes ahead of a European leaders' summit aimed at finding a path to end the war, Associated Press (AP) journalist Brian Melley reported.

The summit is taking place amid tensions following U.S. President Donald Trump’s public rebuke of Ukrainian President Volodymyr Zelenskyy at the White House Trump criticized Zelenskyy for what he described as a lack of gratitude for U.S. support in Ukraine’s fight against Russia’s invasion.

Despite the controversy, Starmer emphasized his role as a mediator, seeking to restart peace negotiations rather than escalate tensions.

“We’ve now agreed that the United Kingdom, along with France and possibly one or two other nations, will work with Ukraine on a plan to halt the fighting, and then we’ll discuss that plan with the U.S.,” Starmer told the BBC.

Both Starmer and French President Emmanuel Macron have spoken with Trump.

The London summit has taken on added significance, not only in supporting Ukraine but also in strengthening Europe’s defense posture.

Discussions are expected to include the potential formation of a European military force to uphold a ceasefire, with Starmer referring to it as “a coalition of the willing,” according to additional reporting from AP journalists Jill Lawless, Karel Janicek, and Samuel Petrequin.
